Stuck in Endless Pairing Loop / ZHA Status 0xEA Fail

I am attempting to pair a new Third Reality Smart Soil Moisture Sensor Gen2 with Home Assistant using ZHA. The device refuses to complete the interview or show up in the ZHA UI. To troubleshoot, I hooked up a USB-to-UART adapter to the serial debugging lines (TX/RX) on the sensor board running at 200,000 baud to see what the hardware is doing during the pairing window.

Hi, I have checked the log. Could you please restart the hub and see if the sensor can join the Zigbee network? Seems like the hardware of this sensor works as expected.

Siyo I have definitely done this multiple times. It’s a TunesZB Coordinator.
